Exclude teams/agents with no access to chats for setting Team's value

Remove ability to assign Team's value in the following situations:
- if all agents' permission don't contain access to chats in the team
- if teams' permission don't contain access to chats
Remove from the list of teams selection in the chat those teams that do not have access to chats and/or when all agents in the team do not have the right to chats.

Agents accidentally choose a team where no one is online and especially without the rights to chat. Chats freeze.
